Send gifts to all citizens of the neighbouring city, and establish a peace treaty with the city's government Send your men to find out who, if anyone, is attempting to kill you and bargain with them. If they see reason, reward them, but if they still want to kill you, then have them executed quickly and efficiently. Use biological warfare to weaken the neighbouring city, then attack them with all your might.
