Because the wizard doesn't know how to choose the wand. Because their is a strong connection between the two, that only the wand can feel at first. Each wand has characteristics that either suit or do not suite the witch or wizard. It is the path of least resistance. I havn't got a wand... so I wouldn't know. If a wizard wants it can choose any wand. Its a case of what fits best at first.
