You are ruler of a large city, and hear of rumours that someone in the neighbouring city wants you dead. What do you do?

Attempt to find the would-be assassin, and improve his quality of life greatly. Attempt to undercut the neighbouring city's government by accepting anyone from the city into your own, and promising them lower taxes. Begin a hostile takeover of the neighbouring city. Call a conference with the neighbouring city, and attempt to resolve the conflict with a debate. Kill the city's ruler and remaining heirs, so that they are too busy fighting amongst themselves to kill you. Nuke the entire city.
